Javier is Partner of Impact Master Holdings and Fenway Summer. Impact Master works with companies and people creating values-driven value and Fenway Summer is a venture capital firm that has backed ~60 companies innovating at the intersection of finance & technology (a.k.a. FinTech).

He serves on the Board of Directors of SoftBank-sponsored SVF Investment Corp (NASDAQ: SVFA), is Lead Independent Director of Porch Group (NASDAQ: PRCH) and Chairman of the Board of Directors of GP Funding, a Rothschild and Presidio owned financial services firm.

Javier served on President Biden’s Transition Team and focused on the economy and Treasury. Until recently he sat on the Global Advisory Board of DocuSign (NASDAQ: DOCU), Board of Advisors of Univision Communications, Board of Advisors of Harvard’s Rock Center for Entrepreneurship, Board of Trustees of the Pan American Development Foundation and Board of Trustees of The Nature Conservancy.

Previously, Javier was appointed by President Obama as Associate Administrator, Chief of Investment & Innovation of the U.S. Small Business Administration (SBA). He was chief executive of programs that since inception have invested over $120 billion in >300,000 companies. He worked w/ the White House and agency councils on economic policy, and served on the U.S. Securities and Exchange Commission’s (SEC) Committee on Small & Emerging Companies. He is a national leader focused on sustainable investing, tech innovation, financial services and inclusive economic development.

Before public service, he spent 20+ yrs in operating, investing, and advisory roles at McKinsey & Company, Booz Allen (NYSE:BAH), Bridgewater Associates, GEM Group, Abbott Labs (NYSE:ABT) and Air America, a media company he co-founded. In his transition back to private life he was Exec in Residence at Columbia Technology Ventures, Fellow at Georgetown’s Beeck Center for Social Impact and Mentor at Stanford’s Latino Leadership Initiative.

Over his career Javier has been a director of several PE/VC backed companies and nonprofits, served as Mentor at Kauffman Foundation and Techstars, and was a Member of Aspen Institute’s Latinos & Society. He frequently writes and speaks about the economy, digital finance, financial services, venture capital, sustainability, diversity, civic leadership, policymaking, impact capital and ESG stewardship.

Javier holds an MBA from Harvard Business School, MS in Operations & Technology from Illinois Institute of Technology and BS in Industrial Management from Purdue University.
